Rs 1,400 crore plan proposed for Chakan and Rs 426.54 crore for Hinjewadi to address traffic, drainage and civic infrastructure
Mumbai, Sept 2026 : Chief Minister Devendra Fadnavis has given in-principle approval to an integrated infrastructure development plan worth Rs 1,400 crore for improving roads, infrastructure, traffic management and stormwater drainage in Chakan, as well as a Rs 426 crore plan aimed at easing traffic congestion in Hinjewadi.
The plans were presented at a meeting held at Sahyadri Guest House. Minister of State for Urban Development Madhuri Misal, Chief Secretary Rajesh Aggarwal and secretaries of various departments were present. Pune District Collector Jitendra Dudi made the presentation.
Dudi said work on the projects in Chakan and Hinjewadi is planned to begin from December to ensure timely completion. Significant improvements in traffic management and drainage in Chakan are targeted before the next monsoon.
Departments to Coordinate for Infrastructure Development
Fadnavis directed the MIDC, PMRDA, Public Works Department, Zilla Parishad and other concerned agencies to work together on infrastructure development in Chakan.
He called for coordination among departments in terms of funds and machinery for road development, stormwater drainage, traffic management and public amenities.
Measures to Address Chakan’s Waterlogging Problem
Waterlogging has become a serious problem in the Chakan industrial area during the monsoon. A survey found that encroachments along nearly 78 km of natural drainage channels have obstructed the flow of water.
As a result, water enters industrial units, disrupts traffic and, in some cases, forces companies to suspend operations.
The proposed measures include clearing natural drainage channels, creating stormwater drainage systems on both sides of roads, increasing the capacity of culverts and bridges, and creating water-storage facilities wherever required. The routes of the natural drains have been identified based on a survey conducted by the Irrigation Department.
Around 70 to 80 per cent of the action to remove encroachments on the drainage channels has already been completed. The remaining obstructions will be removed in phases. In some locations, structures will have to be removed, while in others, land will have to be made available for natural drainage channels.
The target is to clear the natural drains and complete the drainage system by June 2027. In addition, a plan has been prepared to construct nearly 38 km of roadside stormwater drains.
Priority Improvement of 75 Km of Roads
A study has been conducted of the 498-km road network in the Chakan industrial area. Roads have been selected based on traffic density, industrial importance, freight movement, road condition, waterlogging, safety and connectivity.
In the first phase, around 75 km of roads will be improved.
The projects will prioritise dedicated pedestrian paths, stormwater drainage, necessary traffic facilities and road safety measures. The work will make optimal use of the existing right of way, and land acquisition will not be required in this phase.
Encroachments along roads will be removed to maximise the use of available space. A proposal has also been made to reserve separate space beneath roads for utility lines.
Dedicated Pedestrian Facilities for Worker Safety
A large number of workers travel through the Chakan industrial area every day. The survey found that the absence of dedicated pedestrian paths and safe road-crossing facilities on several roads poses an accident risk.
The risk is particularly high when large numbers of workers leave their workplaces at the end of shifts and walk along the roads.
Dedicated pedestrian paths, safe road-crossing facilities and traffic-control measures will therefore be introduced on selected roads. The proposal also includes pedestrian facilities as part of the flyover project on the national highway.
Bus Services and Junction Planning to Ease Congestion
A large number of workers and residents travel to Chakan from Pune and Pimpri-Chinchwad, resulting in a rise in private vehicles and traffic congestion.
A public transport plan has been prepared using traffic data and big-data analysis.
Route-wise bus services are proposed for workers travelling to Chakan from Pimpri-Chinchwad and Pune. Around 500 additional buses are estimated to be required. Increasing bus services is expected to reduce the number of private vehicles and help ease congestion.
Plans are also in place to improve six important junctions in the area. These include scientific redesign of intersections, turning arrangements based on traffic flow and repairs to unauthorised medians on the national highway, with U-turns to be provided only at designated locations.
To reduce congestion and accidents, AI-based traffic signals, cameras, radar systems, vehicle number-plate recognition systems and a central control room are proposed at key junctions in Chakan.
Focus on Parking, Beautification and Public Amenities
The Chakan industrial area lacks adequate parking facilities for heavy vehicles, resulting in vehicles being parked along roads.
To address the issue, MIDC has provided parking facilities at five locations. A strategic system has been proposed to increase their utilisation and ensure that heavy vehicles are parked in designated facilities instead of on roads.
Beautification and maintenance of road medians are proposed through the participation of private organisations. The plan also proposes developing the area through the participation of industrial establishments located along the roads, including construction of public toilets and bus shelters.
Water Supply, Power and Solid Waste Management
The water supply project for the Chakan industrial area is targeted for completion in 2027. A proposal has been made to transfer the water supply scheme currently being operated by the Chakan Industries Association to the Maharashtra Jeevan Pradhikaran.
Regarding electricity, the immediate shortfall has reportedly been addressed. MIDC has made the required land available, and work on a 100 MVA power substation is planned to begin in December. Once completed, the substation is expected to ease electricity supply-related difficulties.
A centralised solid waste processing facility will also be established. Tenders have been prepared to process waste generated by 14 villages and two municipal councils.
The facility will be established through PMRDA, with management planned on the basis of waste collection and processing charges. The target is to make the system operational within the next eight to 10 months.
AI-Based Traffic Control System
An AI-based traffic management and enforcement system is proposed for Chakan, Talegaon and Hinjewadi. In coordination with the traffic police, traffic will be monitored and violations acted upon through a command-and-control centre.
Officials said approval has also been given for a CCTV network and an Intelligent Traffic Management System (ITMS) project.
Personnel from the Maharashtra Security Force are also proposed to support traffic management. Around 100 personnel are expected to be made available for the Chakan area from October 1.
Rs 426 Crore Plan for Hinjewadi
A separate plan worth Rs 426 crore has been prepared to address traffic congestion in Hinjewadi.
Six acres of land have been made available to address electricity supply-related issues in the Hinjewadi area. The process of deploying 100 Maharashtra Security Force personnel for traffic and other management requirements is also underway.
For solid waste management in Hinjewadi, waste collection is also proposed to be undertaken through the Pimpri-Chinchwad Municipal Corporation or Pune Municipal Corporation.
