New Delhi, October 2026 : The Expenditure Finance Committee (EFC), chaired by Delhi Chief Minister Smt. Rekha Gupta on Tuesday, approved the construction of a new drain, around 4.5 km long, along the railway line in the Kirari Assembly constituency. The project will cost Rs 263.45 crore. The Irrigation and Flood Control Department has set a target of completing the project by December 2027. The drain will provide relief from waterlogging to a large population across four Assembly constituencies, including Kirari. More than 70 unauthorised colonies will also benefit from improved drainage facilities.

The Chief Minister said that the Railways had also approved the project following the sustained and serious efforts of her government. Waterlogging has remained a serious problem in Kirari during the monsoon due to the area’s geographical conditions and rapid, unplanned urbanisation. The problem will now be addressed. Previous governments did not work with the required seriousness to resolve waterlogging in the area, but her government has made it a priority and initiated work on the project. This is not merely the construction of a drain, but a major step towards providing better drainage and safer mobility to lakhs of people living across the four Assembly constituencies. Minister for Irrigation and Flood Control Shri Parvesh Sahib Singh and senior officials of the department were also present at the EFC meeting held at the Delhi Secretariat.

Four Assembly constituencies and unauthorised colonies to benefit

The Chief Minister said the project would directly benefit the Kirari, Mundka, Bawana and Nangloi Jat Assembly constituencies. Around 70 unauthorised colonies in Kirari Assembly constituency will get drainage facilities through the proposed drain. Mundka Assembly constituency, Rani Khera Industrial Area, Venu Enclave and various unauthorised colonies, including Ratan Park, Rajdhani Park, JJ Cluster Colony, Rajendra Park Extension, Ram Nagar, Kunwar Singh Nagar and Nilothi village, will benefit. In Bawana Assembly constituency, Rohini Sectors 20, 21 and 22, while in Nangloi Jat Assembly constituency, JJ Cluster Nangloi, Adhyapak Nagar and Shivram Park, among other areas, will benefit.

Waterlogging has a direct impact on people’s lives

Chief Minister Rekha Gupta said residents of these areas had been dealing with waterlogging during the monsoon for years. Waterlogging is not merely about water accumulating for a short period, it directly affects people’s mobility, businesses, homes and everyday lives. Understanding the seriousness of the problem, the government has taken this important step towards a permanent solution. The proposed drain will increase the capacity to discharge rainwater and provide relief to lakhs of people from waterlogging and the problems associated with it.

Delhi’s Irrigation and Flood Control Minister Parvesh Sahib Singh said the Delhi government’s aim was to prioritise projects that directly benefit citizens while providing permanent solutions to long-standing problems. The proposed drain will be constructed along the railway line and will have a design discharge capacity of 760 cusecs. The approximately 4.5-km-long drain will start from Mundka Halt station and connect to the Supplementary Drain.

He said the drain would serve as an important main outfall along the railway line for the Kirari area. It will facilitate the discharge of rainwater accumulating in areas around the railway line and help reduce waterlogging. Several areas in the Mundka, Bawana, Nangloi Jat and Kirari Assembly constituencies, as well as around 70 unauthorised colonies in Kirari, will directly benefit from the project. The government’s effort is to address waterlogging not merely through temporary measures, but by developing a strong and effective drainage network.
