Warshaw; October 2026: Poland will be the epicentre for an exercise designed to anticipate the operational needs of a possible multinational mission after the end of the war between Russia and Ukraine. At least 1,500 military personnel from the United Kingdom, France, and Germany will participate alongside Polish forces in manoeuvres planned for this November (2026) in Poland, aimed at preparing for a possible deployment of a multinational force in Ukraine following a potential ceasefire with Russia.
The exercise will allow for rehearsals of troop movements, coordination between contingents, and the supply of essential resources to sustain a military operation. The exercises are part of the work of the so-called Coalition of Volunteers, a group of countries led by France and the United Kingdom that is studying possible security guarantees for Ukraine in a post-conflict scenario. The objective is to prepare the participating militaries for a potential multinational mission that would help deter further Russian attacks and support the country's stability once hostilities have ended.
The exercise planned for November will focus on some of the main challenges an operation of this nature would present. The military will practice the movement of units and the distribution of supplies, including fuel and food, as well as the procedures necessary to coordinate forces from different countries. A defense source quoted by The Times indicated that a scenario in which multinational contingents operate together in the same area will be rehearsed, although no further details about the manoeuvres will be provided.
The exercise was agreed upon during a Coalition of Volunteers summit held in Paris in July this year (2026). The participation of France, Germany, the United Kingdom, and Poland reflects the intention of European countries to advance military preparedness for a potential mission, although the final contributions of each state and the conditions for activating the deployment still depend on subsequent political decisions.
A possible security mission for Ukraine: The multinational force being considered would aim to contribute to Ukraine's security guarantees following a ceasefire. Among the tasks envisioned in the coalition's plans are supporting the regeneration of the Ukrainian Armed Forces through training and assistance, as well as measures to strengthen the security of the country's airspace and maritime borders.
France and the United Kingdom are playing a central role in planning this initiative. Both countries have spearheaded the organisation of a multinational force that can support Ukraine and help deter a new Russian offensive. Preparations include designing the command structure and analysing the logistical and operational needs of the contingents that may eventually participate.
Logistics will be a key factor. The movement of units across multiple countries, the availability of support infrastructure, and the continuous supply of fuel, food, and other resources will determine the ability to maintain a deployed force for extended periods. The exercises in Poland will allow for the rehearsal of some of these procedures before a final deployment decision is made.
No final deployment decision: The exercise does not imply that European forces will enter Ukraine anytime soon. Any eventual mission is contingent upon a cessation of hostilities and the political agreements that may be established to guarantee the country's security. For now, the final size of the force, its potential deployment areas, and its rules of engagement on the ground have not been publicly announced.
The initiative is also taking place against a backdrop of ongoing disagreements among European countries regarding the scope of security guarantees and the conditions that should be met before troops can be deployed to Ukraine. Poland's participation in the exercises is particularly significant due to its geographical location and its role as a transit country for equipment and personnel destined for Ukraine.
With this exercise, participating countries seek to anticipate the demands of a potential multinational operation and test their capacity to act in a coordinated manner. Military preparedness thus constitutes one of the practical steps the Coalition of Volunteers is taking to develop a security plan for Ukraine, although its implementation will continue to depend on the evolution of the war and the decisions of the governments involved.
Team Maverick.
