New Delhi; September 2026: German ambassador to India, Jasper Wieck yesterday (Wednesday – 23rd September 2026) has addressed the media houses that the sale of 06 submarines to India for $08 billion is going to be accorded today (Thursday – 24th September 2026).
“The Indian government has agreed to all the documents that have been drafted, and especially the G2G [Government-to-Government] agreement, the inter-governmental agreement, which is very ambitious and moves very much in the direction of the Indian demands. I think it is the Cabinet Committee on Security of India that has to give its final approval, and that is still awaited”, he added.
It is noted that the German company Thyssenkrupp Marine Systems (TKMS) and the Indian Mazagon Dock Shipbuilders have been collaborating on the program for the domestic construction of 06 submarines for the benefit of the Indian Navy since 2021. According to information, the sale will concern 06 numbers of Type 214 submarines modified to meet Indian requirements and will include an option for two additional submarines.
The German Ambassador to India also expressed confidence that the submarine deal will give a "great boost" to the already existing partnership between India and Germany, while asserting further that - once the agreement is finalised, it will be the conclusion of Project 75 (I) which concerned the procurement of 06 fuel cell-powered Air Independent Propulsion (AIP) submarines.
Earlier, according to a press release from the Government of India issued on July 20, 2021, the Request For Proposal (RFP) had been sent to short-listed prospective suppliers, referred to in the announcement as “strategic partners”, namely:
·TKMS (Germany),
·Naval Group (France) which, in collaboration with Mazagon Dock Limited, delivered six Kalvari-type submarines (export version of the Scorpene) to the Indian Navy under Project 75.
·Rosoboron export (Russian Federation),
·DSME/Hanwha (South Korea) and
·Navantia (Spain).
In January 2025, as Maverick News 30 had reported, it became known that the TKMS – Mazagon consortium remained the only candidate as the consortium of the Spanish state-owned company Navantia with the Indian Larsen & Toubro (L&T) allegedly did not meet the requirements of the Indian Navy during the main technology evaluation tests conducted in 2024.
The German Ambassador's statements are an indication that Indian requirements for indigenous shipbuilding, technology transfer, local production, and the creation of an Indian submarine ecosystem (as part of the "Make in India" policy) have been met.
