17 serving officials to face withholding of 2–4 annual salary increments; pension of 16 retired officials also withheld
Jaipur, October 2026: Rajasthan Chief Minister Bhajanlal Sharma has approved strict disciplinary action against state government officials under the state government's zero-tolerance policy towards criminal activities and conduct that encourages crime.
Under major penalty proceedings, 30 cases have been disposed of, with approval granted to withhold annual salary increments of 17 serving officials and pension benefits of 16 retired officials. The action aims to strengthen good governance, transparency and administrative accountability, protect public resources and ensure greater commitment to public service responsibilities.
Action Against Officials for Links with Criminals
In cases involving serving officials, penalties have been approved according to the seriousness of the allegations, including withholding two to four annual salary increments with cumulative effect.
In one case involving alleged links with individuals with criminal backgrounds and the receipt of undue benefits from a mafia network involved in illegal gravel mining, approval was granted to withhold four annual salary increments with cumulative effect from the then circle officer.
In another case, negligence was established against members of a police team, including the then police inspector, assistant sub-inspector and constable, for failing to conduct an adequate investigation. Disciplinary action involving the withholding of annual salary increments was approved against three officials.
Similarly, in cases involving alleged proximity to and collusion with criminals engaged in drug trafficking, as well as failure to arrest wanted criminals carrying rewards, two annual salary increments each were withheld from the then circle officer and a constable.
Action for Misuse of Government Resources and Negligence
Annual salary increments have also been withheld from a Rajasthan Administrative Service officer for negligence in inspecting and maintaining works under the National Rural Employment Guarantee Scheme.
In the Medical and Health Department, action was taken against medical officers in three cases involving prolonged voluntary absence from duty. In a serious case involving the incorrect issuance of blood, two annual salary increments of a medical officer were withheld.
Disciplinary action in accordance with the applicable rules was also approved against officials from the Labour, Horticulture and Secretariat services after the charges against them were established.
Pension Withheld in Cases of Serious Financial Irregularities
Strict action has also been taken against retired officials in cases involving serious financial irregularities.
In one case, a retired Rajasthan Accounts Service officer was found responsible for allegedly tampering with official records to extend undue benefits to a private company, causing substantial financial loss to the state government. Consequently, the entire admissible pension of the officer has been permanently withheld.
In cases involving two retired Rajasthan Administrative Service officers, 20 per cent of their pension has been withheld for five years over allegations of causing financial losses to the state government by showing residential and commercial plots as agricultural land and facilitating illegal land-use conversions.
In another case involving fraudulent payments for work that had not been executed under Panchayat Samiti projects, a Block Development Officer and an Assistant Engineer were penalised for causing losses to the state exchequer.
Strict disciplinary action has also been taken in cases related to the Medical and Health Department, Social Justice and Empowerment Department, Mines Department, College Education Department and Devasthan Department.
Officials Cleared in Eight Cases
The state government has also approved proposals to exonerate officials in eight cases where the charges could not be established.
The decisions were taken under Rule 16 of the Rajasthan Civil Services (Classification, Control and Appeal) Rules, 1958, in accordance with the prescribed procedures.
The government said the action reflects its emphasis on accountability, transparency and adherence to service rules across the state administration.
