Raipur, October 2026 : Chief Minister Shri Vishnu Deo Sai today attended the historic royal Dussehra celebration organised at Rainibhatta in the Nagar Panchayat area of Bilaigarh, in Sarangarh-Bilaigarh district. On the occasion, he extended Vijayadashami greetings to the people of the region and made five major announcements for Bilaigarh’s development and the expansion of civic amenities.

The Chief Minister announced the opening of an Additional Collector’s office in Bilaigarh; construction of a Gaurav Path from the bus stand to the Higher Secondary School at a cost of Rs 3 crore; construction of a bridge on the road leading to the royal palace; construction of a Mukti Dham in Ward No. 15 of the Nagar Panchayat; and construction of a dome shed near Maa Samlai Mata Temple.

Chief Minister Shri Sai said these development works would expand administrative facilities and strengthen urban infrastructure and public amenities in Bilaigarh. With the opening of the Additional Collector’s office, residents would no longer have to travel long distances for administrative work, and their problems could be resolved more quickly at the local level. The Gaurav Path, to be constructed at a cost of Rs 3 crore, would enhance the town’s appearance and improve transportation. Similarly, the bridge on the royal palace road, Mukti Dham and dome shed would play an important role in meeting local needs.

Chief Minister Shri Sai began his address with slogans in praise of Lord Shri Ram, Mata Sita, Pawanputra Hanuman, Maa Jagdamba, Bharat Mata and Chhattisgarh Mahatari.

He said the historic royal Dussehra celebration of Bilaigarh was not merely a festival but a living expression of the region’s rich cultural heritage, religious faith and social unity. The royal family had preserved this glorious tradition for generations, and even today, residents of the region participated in it with the same devotion and enthusiasm. He congratulated the royal family, the organising committee and the people of Bilaigarh for continuing this tradition and expressed his gratitude for their warm welcome.

The Chief Minister said Vijayadashami conveys the eternal message of the victory of righteousness over unrighteousness, justice over injustice, and truth over falsehood. On this day, Lord Shri Ram defeated the arrogant and tyrannical Ravana and established righteousness.

“We burn Ravana’s effigy every year, but the true significance of Vijayadashami lies in overcoming the Ravana within ourselves in the form of lust, anger, pride, greed and ego,” he said.

The ideals of Lord Shri Ram inspire us to follow the path of dignity, duty, justice and public welfare. Strengthening love, harmony and brotherhood in society is the true message of this great festival.

Chief Minister Shri Sai said the relationship between Lord Shri Ram and Chhattisgarh was deeply emotional and ancient. Chhattisgarh is the birthplace of Mata Kaushalya and the maternal home of Lord Shri Ram. During his exile, Lord Shri Ram spent a considerable period in the Dandakaranya region of Chhattisgarh. The devotion of Mata Shabari at Shivrinarayan and the sacred Triveni Sangam at Rajim are symbols of this rich spiritual heritage. The unique tradition of worshipping Lord Shri Ram as a nephew in Chhattisgarh remains alive in the state’s culture even today.

He said the consecration of Shri Ram Lalla at Ayodhya Dham, after a wait of nearly five centuries, was a moment of immense joy and pride for Chhattisgarh as well as the entire country. Keeping the faith of the people of the state in mind, the government launched the Shri Ramlala Darshan Yojana. Through this initiative, more than 50,000 devotees have so far had the privilege of visiting Ayodhya Dham and having darshan of Lord Shri Ram Lalla at government expense.

Chief Minister Shri Sai said Chhattisgarh was progressing rapidly on a new journey of development and good governance under the leadership of Prime Minister Shri Narendra Modi. The government was committed to ensuring that the benefits of development reached every region and every family in the state. Promises made to the people under Modi’s Guarantee were being fulfilled at a rapid pace.

He said that on the very day after the formation of the government, the first Cabinet meeting decided to provide houses under the Pradhan Mantri Awas Yojana to 18 lakh poor families. With continuous assistance from the Central Government, the construction of houses under the scheme was progressing rapidly across the state, with approximately 1,600 houses being built every day.

The Chief Minister said Chhattisgarh was the rice bowl of the country, and the prosperity of farmers remained one of the government’s highest priorities. The government was advancing its schemes and development initiatives by keeping villages, the poor, farmers, youth and women at the centre of its efforts. The objective was not merely to build infrastructure but also to bring positive changes to the lives of every citizen of the state.

Referring to the historic successes achieved against Naxalism in Bastar, Chief Minister Shri Sai said that despite being blessed with natural beauty and abundant forest and mineral resources, Bastar had been unable to realise its full development potential for a long time because of Naxal violence.

He said the situation had changed rapidly due to the leadership of Prime Minister Shri Narendra Modi, the guidance of Union Home Minister Shri Amit Shah, the indomitable courage of the security forces and the cooperation of the people of Bastar.

“Today, trust has replaced fear, peace has replaced violence, and new hopes of development have replaced despair in Bastar,” he said.

With the establishment of peace and security, new avenues were opening for the expansion of roads, railways, education, healthcare and communication facilities in Bastar.

The Chief Minister also highlighted the expansion of railway connectivity in the state. He said that with the support of the Central Government, the development of modern railway infrastructure in Chhattisgarh had gained unprecedented momentum. On the occasion of Vijayadashami, the state had received new railway projects and passenger services.

The extension of railway services to Rowghat and the expansion of rail connectivity in the Raipur-Kurud region would improve connectivity to remote areas. This would make travel easier and create new opportunities in trade, industry, tourism and employment.

Chief Minister Shri Sai said his government was moving forward by taking heritage and development together. On the one hand, it was preserving the state’s glorious culture, traditions and centres of faith; on the other, it was expanding roads, railways, housing and administrative infrastructure to lay a strong foundation for a developed Chhattisgarh.

He urged the people of the region to adopt the ideals of Lord Shri Ram in their lives and contribute to the development of the state through love, unity and harmony.
