Uttarakhand CM Pushkar Singh Dhami Pays Tribute to Police Martyrs, Announces Eight Measures for Police Welfare

  • Recruitment to begin soon for around 1,600 vacant police posts

  • Annual budget for police stations to be doubled from Rs 4 crore to Rs 8 crore

  • Transit hostel, multi-storey barracks and police hospital upgrade announced for Dehradun

Dehradun, October 2026: Uttarakhand Chief Minister Pushkar Singh Dhami attended a programme organised at the Police Lines in Dehradun on Wednesday to mark Police Commemoration Day. He paid tribute to police and paramilitary personnel who laid down their lives in the line of duty and honoured the families of the martyred police personnel.

The Chief Minister said the police and paramilitary forces play a crucial role in maintaining the country's internal security. Over the past year, 154 personnel across the country had made the supreme sacrifice while performing their duties, including Uttarakhand Police Sub-Inspector Vinod Kumar.

He said the martyrs were a source of pride for the entire nation. The National Police Memorial in New Delhi, dedicated to the nation under the leadership of Prime Minister Narendra Modi, stands as a symbol of the courage and sacrifice of police personnel.

Eight Announcements for Police Strengthening and Welfare

Dhami announced eight key measures to strengthen the police system and improve the welfare of personnel.

He said the recruitment process for around 1,600 vacant posts across various units of Uttarakhand Police would begin soon. The number and deployment of personnel at police stations and outposts would be reviewed according to operational requirements, and modern investigation kits would be provided to investigating officers.

The annual budget for essential work at police stations will be doubled from Rs 4 crore to Rs 8 crore.

The Chief Minister also announced plans to improve all police modern schools across the state, construct a transit hostel and multi-storey barracks for police personnel in Dehradun, and upgrade the police hospital in the city.

He said the government was committed to providing better facilities to police personnel and their families.

Police Personnel Serve the Public Even During Festivals

The Chief Minister said the khaki uniform symbolises courage, discipline and service to the nation. Police personnel often remain away from their families during festivals to ensure public safety.

He added that their role becomes particularly important given Uttarakhand's challenging geographical conditions and frequent natural disasters.

Strict Action Against Drugs and Cybercrime

Dhami identified drug abuse and cybercrime as major challenges facing society.

He said a three-tier Anti-Narcotics Task Force had been constituted to prevent drug abuse and that strict action was being taken against drug traffickers to realise the goal of a drug-free Uttarakhand.

In the era of the internet and artificial intelligence, he said, police forces must stay ahead of cybercriminals through modern technology, improved training and coordination with other agencies.

Construction of the State Cyber Crime Coordination Centre, at an estimated cost of around Rs 32 crore, is underway.

To strengthen women's safety, Quick Response Teams have been established under the women's help desk at every police station.

Police Praised for Managing Pilgrimages and Major Events

The Chief Minister commended Uttarakhand Police for ensuring the safe and smooth movement of approximately five crore Kanwar pilgrims this year and more than 60 lakh devotees who have undertaken the Char Dham Yatra so far.

He said 319 police personnel had received various medals and commendations this year in recognition of their outstanding service. He also described the nomination of Uttarakhand Police for the prestigious President's Police Colours as a matter of pride for the state.

Recruitment, Promotions and Infrastructure Development

Dhami said the police housing satisfaction rate had increased from 18 per cent to 22 per cent, with a target of reaching 30 per cent.

During the current year, 785 police personnel had been promoted. Direct recruitment had also been completed for 1,573 constables in the civil police and 370 constables in the Provincial Armed Constabulary (PAC).

The recruitment process for 222 posts of sub-inspectors, platoon commanders and fire station second officers had been completed. Appointments had also been provided to 24 dependants of deceased police personnel.

More than Rs 58 crore had been released during the current financial year for police stations, fire stations, barracks, mess facilities and other workplaces.

Police personnel are also being provided cashless medical treatment facilities. The Chief Minister emphasised the need to organise regular stress-management programmes for police personnel.

Financial Assistance for Martyrs' Families and Personnel

Director General of Police Deepam Seth said that 206 Uttarakhand Police personnel had sacrificed their lives in the line of duty since the formation of the state.

He said approximately Rs 50 lakh had been provided this year to the dependants of police personnel through the Police Martyrs' Fund. In addition, around Rs 31 crore had been disbursed so far as ex-gratia assistance under the Police Salary Package.

A round-the-clock police help desk is being established at AIIMS Rishikesh.

This year, 25 personnel received financial assistance totalling Rs 1.16 crore from the Life-Saving Fund, while scholarships worth Rs 34 lakh were awarded to 446 meritorious children.

Among those present at the programme were Haridwar MP and former Chief Minister Trivendra Singh Rawat; Cabinet Minister Khajan Das; Rajya Sabha MP Naresh Bansal; MLA Savita Kapoor; Dehradun District Panchayat Chairperson Sukhwinder Kaur; Rishikesh Mayor Shambhu Paswan; State Women Commission Chairperson Kusum Kandwal; Chief Secretary Anand Bardhan; Chief Information Commissioner Radha Raturi; Home Secretary Shailesh Bagoli; DGP Deepam Seth; former DGP Anil Raturi; Dehradun District Magistrate Dr Ashish Chauhan; senior police officers and other dignitaries.
