Solapur, October 2026 : Divisional Commissioner Sheetal Teli-Ugale on Wednesday directed officials to complete the Digital Crop Survey at the earliest, expedite the disposal of pending cases in the Revenue Department, speed up administrative approvals for works under the Chief Minister Baliraja Panand Roads Scheme, and ensure that the Revenue and Mining Departments achieve their prescribed revenue collection targets through systematic planning.
She was speaking during a review meeting of the Revenue Department’s functioning at the conference hall of the Solapur District Collector’s Office.
District Collector S. Karthikeyan, Additional Collector Ganesh Nirhali, Resident Deputy Collector Abhijit Patil and several deputy collectors, including Laxman Kashekar, Sushant Bansode, Sadashiv Padadune, Sumit Shinde, Vijaya Pangarkar, Jayshree Avhad and Sachin Ithape, attended the meeting. Deputy Collector (Employment Guarantee Scheme) Anjali Marod and all tehsildars were also present.
Complete Digital Crop Survey and Clear Pending Cases
Teli-Ugale directed officials to complete the Digital Crop Survey promptly and ensure that complaints related to the exercise do not arise. She also instructed them to submit lists organised by groups.
All cases pending with the Additional Collector, Sub-Divisional Officers and tehsildars must be resolved without delay, she said. To ensure that the maximum number of grievances are addressed during Lokshahi Din, tehsildars should visit the field, meet citizens personally and take individual responsibility for resolving their complaints.
Expedite Chief Minister Baliraja Panand Roads Scheme
The Divisional Commissioner reviewed the progress of works under the Chief Minister Baliraja Panand Roads Scheme. At an earlier meeting, officials had been instructed to obtain administrative approval for five roads in each Assembly constituency, covering all 11 constituencies in Solapur district. This amounts to a total of 55 roads.
However, the review revealed that administrative approval had been granted to only 26 works so far. Teli-Ugale directed officials to accelerate the approval process for the remaining projects.
She said committee members serving as secretaries must properly guide the respective committee chairpersons on the rules governing the scheme to ensure effective implementation.
The state government has made ₹1,000 crore available for the scheme. Districts should take up as many works as possible, and funds can be sought from the Revenue Department once 50 per cent of the approved work has been completed. Districts submitting proposals for larger funding requirements would be eligible for the allocation, she said, emphasising the need to speed up project approvals.
Officials from the Land Records Department were instructed to complete road measurement assignments promptly. The District Superintendent of Land Records must exercise proper supervision over taluka-level officials and regularly review their progress. Proposals for action would be submitted against officials found negligent in performing their duties, she warned.
Teli-Ugale stressed that the Revenue Department, Land Records Department and other concerned departments must coordinate closely to ensure the timely execution of Panand road projects.
Revenue and Mining Departments Asked to Meet Targets
The Divisional Commissioner said the Revenue Department had been assigned a collection target of ₹106 crore for the current financial year. Officials must prepare an effective plan to achieve the target, while tehsildars should expedite revenue collection by processing a larger number of land-use and classification change cases.
The Mining Department has been given a target of ₹150 crore, against which ₹41 crore has been collected so far. The department must plan effectively to recover the remaining ₹109 crore within the stipulated period.
Aim for Top Three in Seva Sankalp Abhiyan
Teli-Ugale observed that Solapur district had performed well under the Seva Sankalp Abhiyan, ranking first at the divisional level and fifth across Maharashtra.
She urged all departments to intensify their efforts over the next two to three days to bring the district among the top three performers in the state.
Concluding the meeting, she instructed all Revenue Department officers and employees to implement the directions issued during the review and achieve their assigned targets within the prescribed timelines.
District Collector S. Karthikeyan presented details of the progress made on various issues. He assured the Divisional Commissioner that all targets assigned to the Revenue Administration would be completed on time and that Solapur district would propose the maximum possible number of works under the Chief Minister Baliraja Panand Roads Scheme.
