Patna, October 2026: Chief Minister Samrat Choudhary today participated in the Pradhan Mantri Kisan Utsav Diwas programme, organised in Banaskantha, Gujarat, through video conferencing from Gyan Bhavan, located in the Samrat Ashok Convention Centre complex in Patna.

On this occasion, Prime Minister Narendra Modi, while participating in the main programme held in Banaskantha, Gujarat, transferred more than ₹18,690 crore directly into the bank accounts of over 9.34 crore farmers across the country through Direct Benefit Transfer (DBT) under the 24th instalment of the Pradhan Mantri Kisan Samman Nidhi scheme.

Under this instalment, an assistance amount of ₹1,476 crore was directly transferred to the accounts of more than 73 lakh farmer families in Bihar.

Addressing the programme, the Chief Minister said that the Bihar Government was continuously making efforts to increase farmers' income and ensure that they receive maximum benefits from agriculture. Prime Minister Narendra Modi had strengthened farming and agriculture by providing financial assistance to farmers through the Kisan Samman Nidhi scheme. Under this scheme, farmers are provided assistance of ₹6,000 annually in three instalments. Farmers have been receiving continuous assistance through the Kisan Samman Nidhi scheme for the past seven years.

The Chief Minister said that assistance of ₹7,000 per farmer had been provided in Bihar to offer relief to farmers affected by floods. An amount of ₹270 crore had also been distributed through agricultural input subsidies. The government has always stood with farmers. He directed officials to assess the damage caused to crops by the unseasonal rainfall over the past two days, identify the affected farmers and take necessary action to provide them compensation.

The Chief Minister said that, for the first time in Bihar, a Silt Management Policy had been formulated to organise Tal and Diara areas and improve farming conditions. Farmers face difficulties in cultivation due to the large quantity of silt brought by water flowing from the Nepal Terai region. To address this problem, arrangements are being made for the removal of silt. All District Magistrates and the Disaster Management Department have been directed to ensure that problems faced by farmers due to sand and silt are resolved.

The Chief Minister said that the livelihood of more than 76 per cent of Bihar's population depended on agriculture. Along with providing better markets to farmers, continuous efforts were being made to link their produce with the Minimum Support Price (MSP). Efforts were also being made to promote the sugar industry and encourage ethanol production so that farmers could obtain maximum returns from their produce. Along with sugarcane, possibilities for ethanol production from small quantities of food grains were also being explored.

The Chief Minister said that agriculture needed to be connected with modern technology to increase production and productivity. Bihar was a state where farmers were advised on cultivation in every panchayat based on prevailing weather conditions. Now, agriculture would be taken beyond traditional farming methods and linked with markets and MSP. This would strengthen the financial condition of farmers and bring positive changes to Bihar's agricultural system.

The Chief Minister said that farmers were being provided electricity from 6 am to 6 pm. Work was also underway to connect agricultural feeders entirely with solar energy. The government had to provide an additional subsidy of approximately ₹5,500 crore every year for agricultural feeders. He said that special attention would be given to organic farming, green energy and water management to make agriculture profitable and ensure the prosperity of farmers.

The Chief Minister said that Jeevika Didis in Bihar had created a market worth ₹1.36 lakh crore. The state had set a target of making 50 lakh women Pashu Sakhis, of whom 32 lakh had already been trained and brought into the initiative. This would economically empower rural women while promoting animal husbandry and agriculture-based activities.

The Chief Minister said that continuous efforts were being made to increase milk production in Bihar and thereby raise farmers' income. Milk production in the state had increased from 25 lakh litres per day to 32 lakh litres per day. The target was to increase it to 50 lakh litres per day over the next three years. Emphasising the promotion of organic farming and organic food, he said that organic farming needed to be expanded to avoid the adverse effects caused by excessive use of chemical fertilisers and pesticides. This would provide people with quality food products and also improve the financial condition of farmers.

The Chief Minister said that Prime Minister Narendra Modi was continuously working towards building a developed India while keeping in mind the concerns of the youth, farmers, labourers and women. The Bihar Government also aimed to make farmers economically empowered and self-reliant so that prosperity could come into their lives. The government was committed to providing farmers with modern technology, better markets, electricity, irrigation facilities and agriculture-based industries.

The Chief Minister congratulated all farmers across the country on the transfer of the 24th instalment of the Kisan Samman Nidhi. He said that just as the state government transferred social security pension amounts into beneficiaries' bank accounts on the 10th of every month, providing timely financial assistance to farmers was also a priority of the government.

Agriculture Department Principal Secretary Narmadeshwar Lal also addressed the programme.

On the occasion, the Agriculture Department Principal Secretary welcomed the Chief Minister by presenting him with a bouquet, an angavastram and a memento.

Deputy Chief Ministers Vijay Kumar Choudhary and Bijendra Prasad Yadav; Bihar Legislative Assembly Speaker Dr Prem Kumar; Agriculture Minister Vijay Kumar Sinha; Cooperation Minister Ram Kripal Yadav; Minor Water Resources Minister Santosh Kumar Suman; Industries and Sports Minister Shreyasi Singh; Agriculture Department Principal Secretary Narmadeshwar Lal; Chief Minister's Secretary Sanjay Kumar Singh; officials of the Agriculture Department and other concerned departments; and a large number of farmers were present at the programme.
