Cabinet approves the proposal, ₹50 crore committed to help turn ideas into products and take them to market: Chief Minister Rekha Gupta
Delhi, home to nearly 21,000 DPIIT-recognised startups, to provide a common platform for young people, researchers and MSMEs: Chief Minister Rekha Gupta
New Delhi, October 2026 : The Delhi Cabinet, chaired by Chief Minister Smt. Rekha Gupta, has approved the establishment of the Go-Delhi Foundation. The initiative aims to promote startups, innovation and entrepreneurship in the capital while providing young people, researchers and entrepreneurs with integrated support to turn their ideas into practical products and successful enterprises. The government has also committed an initial budget outlay of ₹50 crore for the foundation.
The Chief Minister said the move was an important step towards bringing together Delhi’s existing entrepreneurial capabilities, educational institutions and research facilities. Delhi has nearly 21,000 startups recognised by the Department for Promotion of Industry and Internal Trade (DPIIT). Through the Go-Delhi Foundation, these resources will be brought together on a common platform, with a focus on developing new enterprises, attracting investment and creating employment opportunities.
From Idea to Market: Support Under One Roof
Chief Minister Rekha Gupta said the foundation would help startups and micro, small and medium enterprises (MSMEs) access product engineering, prototyping, laboratories and testing facilities. It would also provide technical guidance, mentorship, incubation, business support and opportunities to connect with investors, helping turn early-stage ideas into market-ready products.
The initiative would support entrepreneurs at different stages, from product development and testing to certification preparation and market access. Its aim is to reduce dependence on scattered facilities for different needs and make it easier to set up and grow enterprises in Delhi.
New Opportunities for Students and Researchers
The Go-Delhi Foundation will help students and researchers turn their ideas into practical products and new enterprises. Support will focus on prototyping, assistance related to intellectual property rights, incubation and opportunities to connect with industry. This could help bring useful technologies developed at research institutions out of laboratories and into practical use and commercial expansion. Access to technical assistance, business guidance and investors would also make it easier for innovators to take their products forward.
Govt Departments to Help Find Solutions to Their Challenges
Chief Minister Rekha Gupta said government departments would be able to bring their real-world challenges to Delhi’s innovators through the foundation. Products and technologies developed to address these challenges could be tested through pilot projects, with successful solutions taken forward for adoption. This would give government departments an opportunity to access new technologies and practical solutions, while allowing startups to demonstrate the usefulness of their products. The initiative would seek to strengthen collaboration among the government, industry, educational institutions and innovators.
Building an Innovation Network Through Existing Facilities
The foundation will work with industry, educational institutions, investors and other partners. It will adopt a hub-and-spoke model, delivering programmes through existing facilities and partner institutions across Delhi. This approach will make better use of the city’s existing infrastructure and expand the reach of innovation and entrepreneurship facilities across different parts of the capital.
The foundation will be established as a not-for-profit company under Section 8 of the Companies Act, 2013, and will function under the Delhi Government’s Department of Industries. Through the initiative, the government aims to create a clear pathway from ideas to products, research to enterprises, and startups to larger businesses. Chief Minister Rekha Gupta said the initiative was expected to strengthen the prospects of promoting innovation, helping new enterprises grow, attracting investment and creating quality employment opportunities in Delhi.
