‘Seva Sankalp Abhiyan’: A Multifaceted Campaign Bringing Development and Dialogue Together

The ‘Seva Sankalp Abhiyan’ will be implemented across Maharashtra from September 17 to October 17, 2026. The campaign has been designed with multiple objectives, including ensuring direct delivery of government services to citizens, conducting various service-oriented initiatives through public participation, promoting innovations, and informing people about the government’s development works and the impact of its welfare schemes.

The ‘Seva Setu Abhiyan’ is an important citizen-centric initiative under the campaign. Camps will be organised at every taluka level to provide citizens with direct access to benefits under various Central and state government schemes. Applications will be processed through ‘Aaple Sarkar Seva Kendras’, with arrangements made to provide the benefits at the camps itself.

The initiative will also facilitate the disposal of pending mutation entries and provide 22 services, including Swamitva certificates for residents of village settlements, farm and field access roads, ration cards, non-creamy layer certificates, forest rights claims, property transfer records, water connections, property tax assessment, pending domestic electricity connections, disability certificates, marriage registration certificates, Aadhaar cards, birth and death certificates, learner’s driving licences, registration of women’s self-help groups, senior citizen certificates, women farmer certificates, and updating of 7/12 and 8-A land records.

Innovation Challenge to Encourage New Ideas

Through the ‘Innovation Challenge’, youth, students, startups, professionals, corporate innovators and individuals developing innovative solutions in rural areas will be brought together.

With the participation of educational institutions, startup networks, incubation centres and private companies, presentations of outstanding innovations will be organised before experts.

‘Seva Majhe Yogdan’ to Promote Community Participation

Under the ‘Seva Majhe Yogdan’ initiative, youth, women, senior citizens and people from various fields will participate in service activities in villages and hamlets based on local needs.

Special emphasis will be placed on cleanliness drives, including cleaning beaches, river ghats and stepwells, along with the formation of local committees for regular cleanliness efforts.

The campaign will also include blood donation drives, visits to orphanages and old-age homes, tree plantation, health check-ups, adoption of villages for service activities, yoga and meditation, plastic-free campaigns, women’s health initiatives, educational support for underprivileged children, career counselling, digital literacy for senior citizens, organ donation pledges, awareness programmes for a drug-free India, nutrition and anaemia awareness, road safety, water conservation, waste segregation and composting, cyber security, Fit India activities, Veergatha programmes and honouring soldiers, support for persons with disabilities, voter awareness and registration, ‘Vocal for Local’, awareness about government schemes and assistance to students in obtaining necessary certificates.

Showcasing Transformative Development Projects

Under the ‘Viksit Bharat Sankalp Yatra’, information on important and transformative projects will be collected and widely disseminated to highlight changes in people’s quality of life, security, economy, infrastructure and opportunities.

The ‘Seva Jyot Yatra’ will be organised in every village, while bike rallies will be held in urban areas. At prominent locations, information about Viksit Bharat 2047 and various welfare schemes will be shared and participants will take a pledge.

Special Initiatives for Students, Women and Beneficiaries

The campaign will also feature painting and elocution competitions for students and an ‘Anganwadi Utsav’ involving children at Anganwadi centres and their mothers.

Under ‘Ashirwadacha Diva’ (Lamp of Blessings), lamps will be lit by visiting the homes of beneficiaries who have received benefits from government schemes. The ‘Badlachi Goshta’ (Story of Change) initiative will highlight the positive changes in the lives of citizens who have benefited from government schemes.

On September 17, ‘Aabhar Ani Sankalpachi Rangoli’ will be organised at public places. At schools, colleges and gram panchayat levels, art and theatre groups will present ‘Namo Sevagatha’, showcasing information about government schemes.

The campaign will also welcome the ‘Jal, Jan Ani Seva Sankalp Yatra’, passing through Dhule district, and facilitate dialogue on local government schemes and development works.

‘Jansevak Mahakumbh’ to Mark Campaign’s Conclusion

The campaign will conclude on October 17, 2026, with a ‘Jansevak Mahakumbh’ bringing together public representatives from the gram panchayat to Parliament levels.

Committees have been constituted at the district, divisional and state levels to oversee implementation of the various initiatives.

Thus, by bringing together diverse elements ranging from service delivery and public participation to innovation and cleanliness, and from information about development works to beneficiaries’ success stories, the ‘Seva Sankalp Abhiyan’ is being shaped as a multifaceted campaign connecting development with dialogue.
