Chief Minister Lalduhoma Attends 4th General Assembly of Aizawl City Local Council Association

Aizawl, October 2026: Mizoram Chief Minister Lalduhoma on Thursday attended the 4th General Assembly of the Aizawl City Local Council Association (ACLCA) as the chief guest at Vanapa Hall.

Addressing the gathering, the Chief Minister said local councils were grassroots-level development bodies that remained closely connected with residents and helped address their day-to-day problems. He said they played a crucial role in ensuring Aizawl’s continued development.

With the city’s population increasing, urban development and initiatives to improve the quality of life of residents had become increasingly important. He stressed that people should remember that, irrespective of their political affiliations, their work was ultimately directed towards the development of the state and society.

He also said that serving as a local council member should not be viewed as a means of livelihood but as an opportunity to serve the community.

Key Development Initiatives in Aizawl

The Chief Minister highlighted major development initiatives undertaken by the state government over the past three years.

1. Redevelopment of the Assam Rifles premises

Following the relocation of the Assam Rifles, an advisory committee was constituted to carefully examine how the premises could be used for the benefit of the public. He said work had now begun on the ground in accordance with the committee’s recommendations.

2. Storm drainage network

To address recurring problems during the monsoon, the government is implementing a storm drainage network project. Proper drainage systems are being constructed, and roads are being developed over drains wherever feasible.

In Aizawl, drainage works covering a total length of 8,135 metres across 26 locations are underway. The government allocated Rs 61.76 crore for the project under SASCI 2024-25 and made an additional allocation under SASCI 2025-26.

3. Infrastructure development under SASCI

The Chief Minister outlined several infrastructure projects being implemented under the Special Assistance to States for Capital Investment (SASCI) scheme.

Under SASCI 2024-25, the government constructed the Central Jail, now known as the Prison and Correctional Home, an ITI complex and new classrooms at J. Thankima College. Other projects included a new Vaivakawn Market Building, the Aizawl West College campus, a community recreation centre at Venghnuai and working women’s hostels at three locations in Aizawl — ITI, Khatla and Ramhlun Sport Complex. Several approach roads and roads connecting different localities were also developed.

Under SASCI 2025-26, projects included a multipurpose community centre at Bethlehem Vengthlang, a Bethlehem Higher Secondary School building and Phase II of the multipurpose community centre at Ramthar. Community halls at Hlimen and Saikhamakawn, a community centre-cum-parking facility at Maubawk, a market-cum-parking facility at Chawnpui and a multipurpose centre at Salem Veng were also taken up. Road construction and other development works are continuing.

The Chief Minister said projects planned under SASCI 2026-27 include a fertiliser manufacturing unit at Chite, the Aizawl North Community Hub at Ramhlun Venglai, upgrading of Brigade Field, a hall at Model Veng, a maxi-cab parking facility-cum-community hall at Chaltlang Lily Veng and a community hall at Zemabawk.

Road widening and upgrading projects are also planned between Ropaiabawk and Tuithum, and between Federation Enclave and Luangmual West.

Rs 350 Crore Incentive Received Under SASCI

Lalduhoma said the state had received incentives amounting to approximately Rs 350 crore under SASCI because of its effective financial management. The government was making every effort to secure a larger incentive allocation this year as well.

He said the Central Government had drawn up a new roadmap with the objective of transforming India into a developed country by 2047. In line with this vision, Mizoram was implementing Transform Mizoram Vision 2047.

The Chief Minister stressed that everyone needed to prepare for the new approach and carry out their individual responsibilities effectively to achieve the state’s development goals.

He also urged local council members to make every possible effort to combat drug abuse in their respective areas and keep their neighbourhoods clean.

Aizawl Mayor H. Lalremtluanga attended the 4th General Assembly of the Aizawl City Local Council Association as the guest of honour. ACLCA Vice-President F. Saichhunga conducted the programme, which was attended by a large number of association members.
