Raipur, October 2026 : Ensuring that the benefits of industrial development in Chhattisgarh reach the state's youth in the form of employment and economic opportunities is among the highest priorities of the state government. With this objective, the New Industrial Development Policy is providing special incentives to labour-intensive industries that have the potential to generate employment for a large number of people with comparatively lower capital investment. The state government's objective is not merely to attract investment, but to make investment a means of generating employment, strengthening the local economy and bringing prosperity to the state.
Chief Minister Shri Vishnu Deo Sai stated this while addressing the groundbreaking ceremony for the proposed new industrial unit of Yash Fans and Appliances Limited in Nava Raipur today.
Chief Minister Shri Vishnu Deo Sai said that the new unit of Yash Fans and Appliances Limited was an important milestone in Chhattisgarh's industrial development journey. An investment of more than Rs 150 crore is proposed for the project, which will provide direct employment to more than 3,500 people. Products for various reputed companies will be manufactured at the unit.
The Chief Minister said that the most important feature of this project was large-scale employment generation. His government wanted more and more industries to be established in Chhattisgarh that could provide better local employment opportunities to the state's youth and women. When young people received employment in their own state according to their skills and abilities, their families would become economically stronger and the local economy would also gain fresh momentum.
During the programme, Chief Minister Shri Sai distributed appointment letters to newly selected youth and wished them a bright future. He said that handing appointment letters to young people was the most meaningful achievement of any industrial investment. A single job not only makes one person self-reliant but also brings financial security and new hope into the lives of an entire family. The Chief Minister appreciated the Yash Group's initiative to create employment opportunities for young people on a large scale.
Chief Minister Shri Sai said that Chhattisgarh was rapidly moving forward to play an important role in Prime Minister Shri Narendra Modi's resolve to build a Developed India by 2047. To build a Developed Chhattisgarh, simultaneous efforts were being made in industrial development, employment generation, skill development and the expansion of modern infrastructure. The government was continuously working to establish Chhattisgarh among the country's leading industrial and investment centres by leveraging the state's natural resources, energy, skilled human resources and improved connectivity.
He said that the state government had included special incentives for employment-generating industries in the New Industrial Development Policy 2024–2030. Particular attention had been paid while formulating the policy to ensure that investment coming into the state created the maximum possible employment opportunities for local youth. Investment was being encouraged in textiles, food processing, electronics, pharmaceuticals and other labour-intensive sectors.
The Chief Minister said that, alongside creating a favourable environment for investment in the state, procedures for setting up and operating industries were being simplified. Continuous reforms had been undertaken to free entrepreneurs from unnecessary procedures and complexities. As part of reforms associated with Jan Vishwas, a special initiative had been undertaken to remove 279 provisions from the category of criminal offences. Procedures for various permissions and approvals were being made simpler and time-bound so that investment proposals could be implemented quickly and production and employment generation could begin at the earliest.
Chief Minister Shri Sai said that Chhattisgarh's New Industrial Development Policy had received an encouraging response from investors in India and abroad. The state had received investment proposals worth more than Rs 8.5 lakh crore. The government's special focus was now on rapidly translating these investment proposals into projects on the ground. Investors were being provided with the necessary support at every stage, from project establishment to operations.
He said that new possibilities for industrial development were taking shape in Chhattisgarh. The government's priority was to ensure that industrialisation did not remain confined to a few areas but expanded to different regions of the state. Developing industries based on local resources would strengthen regional economies and provide young people with better employment and self-employment opportunities in their own areas.
Chief Minister Shri Sai expressed confidence that the new unit of the Yash Group would accelerate industrial activity in Nava Raipur and surrounding areas while creating new employment opportunities. Assuring the company management of every possible support from the state government, he said that the concerned departments would ensure the necessary coordination and assistance so that the project could be completed within the stipulated timeframe and production could begin soon.
Finance Minister Shri O.P. Choudhary said that a significant change had taken place in the approach to Chhattisgarh's industrial policy under the leadership of Chief Minister Shri Vishnu Deo Sai. Investment was now being assessed not only on the basis of the amount invested but also on the employment opportunities it generated. For a long time, industries involving high capital investment but generating comparatively fewer jobs had dominated the state's industrial landscape. Changing this situation, the New Industrial Policy had given special priority to labour-intensive industries that generated more employment.
He said that the proposed unit of Yash Fans and Appliances was an example of this approach. Generating direct employment for more than 3,500 people through an investment of approximately Rs 150 crore reflected a new direction in the state's industrial development. The government's effort was to ensure that the benefits of industrial investment reached the youth of Chhattisgarh directly.
Shri Choudhary said that, on the instructions of Chief Minister Shri Sai, the Finance and Industries Departments had jointly prepared the Industrial Development Policy 2024–2030. Along with providing special incentives to employment-generating industries, the policy had also been aligned with the Central Government's employment incentive schemes. The budgetary provision for subsidies to encourage industries had been increased from approximately Rs 200 crore to more than Rs 1,000 crore.
He said that the first budget of the state government under Chief Minister Shri Sai's leadership was dedicated to the welfare of “GYAAN”—the poor, youth, farmers and women. The second budget, through “GATI”, aimed to accelerate good governance, infrastructure, technology and industrial development. The resources generated through economic growth would be used to further strengthen public welfare schemes. The government's objective was to provide a sustainable foundation for public welfare through industrial and economic progress.
