Union Cooperative and Home Minister Shri Amit Shah said that livestock and dairy production are major pillars of prosperity for farmers and Gaupalaks. The greater the livestock base, the greater the scope for prosperity. He said that the economic prosperity of farmers and livestock rearers is the government’s key objective, with milk production providing a major source of income for farming and Gaupalak families. The Central Government is providing various forms of assistance to livestock rearers to accelerate milk production across the country. Describing the state-level Gaupalak conference in Bhopal as a positive sign of the White Revolution underway in Madhya Pradesh, Shri Shah said Chief Minister Dr. Mohan Yadav, himself a Gaupalak , is leading the State’s rapid progress in dairy production.
Union Minister Shri Shah said, addressing the state-level sammelan at Dussehra Maidan, Bhopla, on Saturday, that livestock and dairy production are key drivers of prosperity for farmers and Gaupalak s. Appealing to Gaupalak s across Madhya Pradesh to work towards the ambitious target of producing 50 lakh litres of milk per day, he said the goal can be achieved through collective efforts.
Development Projects and Initialives for the State
Under the theme ‘Sahkar Se Samriddhi’, Union Minister Shri Shah digitally performed the Bhoomi Poojan for a milk processing plant at Ujjain, to be built at a cost of ₹255 crore with a capacity of 3 lakh litres per day. He also inaugurated a newly constructed fermented-product dairy plant in Bhopal with a capacity of 40,000 litres per day, built at a cost of ₹16.50 crore; a state-level central quality laboratory in Bhopal, constructed at ₹12.42 crore; and strengthening works for a mini dairy plant in Shivpuri district costing ₹6.50 crore.
A total of ₹15.10 crore in dividend/bonus was transferred with a single click to livestock-rearing members associated with the Bhopal and Indore Milk Unions, while ₹88 crore was transferred to Gaushalas across the State for cattle conservation, feed and related requirements.
Shri Shah also honoured five Gaupalak Didis and members of the best-performing milk-producing cooperative with certificates of appreciation. Approval letters under the State Government’s Dr. Bhimrao Ambedkar Kamdhenu Yojana were also handed over to two beneficiaries.
MoU Signed for Urban Forest Development
An MoU was signed and exchanged between KRIBHCO and the Madhya Pradesh Biodiversity Board for developing an urban forest in Bhopal under the Morvan Project. The initiative aims
to expand green spaces, conserve biodiversity, promote the environment and provide citizens with a healthier natural environment. The Sammelan also featured short films on Kisan Kalyan Varsh 2026 (Balram Krishi Mahotsav) and the theme ‘Initiating the White Revolution in Madhya Pradesh’.India Free from Naxalism—Goal Now to Make Country Drug-Free
Union Minister Shri Shah said that the country has overcome the problem of Naxalism and the next objective is to make India drug-free by the end of 2029. He appealed to citizens to resolve to make Madhya Pradesh completely drug-free by December 31, 2029 and support government efforts in this direction. He said all possible measures would be undertaken for de-addiction, giving a new direction to the country’s and the State’s youth. Union Minister Shri Shah also appreciated efforts to undertake breed improvement of cattle and buffaloes on around 50 acres in Madhya Pradesh, saying such measures would help the State achieve the target of 50 lakh litres of milk production per day within the next three years.
New Criminal Justice Codes Focus on Justice, Not Punishment
Union Minister Shri Shah also inaugurated an exhibition on the new criminal justice codes. He said the Government of India, under the leadership of Prime Minister Shri Narendra Modi,
has replaced several laws enacted during the British era with India’s own criminal justice codes.He said that the new legal framework seeks to ensure timely justice, with provisions aimed at securing punishment within three years of an FIR in cases where guilt is established. The Union Minister said, “Justice, not punishment, is at the core of the new criminal justice codes”, adding that punishment is intended primarily to deter crime. The new framework incorporates modern provisions such as online FIRs, video conferencing and forensic science facilities, besides provisions related to the protection of women and measures against terrorism and mob lynching.Separate Ministry of Cooperative Has Benefited Gaupalaks
Union Minister Shri Shah said that people associated with the cooperative sector had sought a separate Ministry of Cooperation for decades, and Prime Minister Shri Narendra Modi established the ministry at the Centre. He said Gaupalaks have benefited significantly from the cooperative system. Union Minister Shri Shah said that while selling milk to middlemen may fetch producers around ₹35 per litre, selling through cooperative societies will provide ₹55 per litre from the first day. The government is building an ecosystem for processing milk into products such as curd, butter and paneer. He cited the ₹255-crore milk processing plant being established in Ujjain, the newly completed Sanchi dairy plant in Bhopal, the new state-level laboratory and the mini dairy unit in Shivpuri.
Union Minister Shri Shah said that breed improvement programmes for cows and buffaloes would help increase milk production, while new breeding technologies would support improved livestock quality. He added that Madhya Pradesh is working to increase milk production from 10 lakh litres to 50 lakh litres per day within three years.
India Producing the Highest Quantity of Milk Globally
Union Minister Shri Shah said that India’s total milk production stood at around 140.7 million tonnes in 2013-14 and has increased to more than 250 million tonnes over the past decade. He said that Per-capita milk availability has risen by 58 per cent to around 485 grams per person per day. India is now the world’s largest milk-producing country, with Uttar Pradesh, Rajasthan, Madhya Pradesh, Gujarat and Maharashtra among the leading milk-producing states.
Madhya Pradesh to Play Major Role in White Revolution 2.0
Union Minister Shri Shah said that Prime Minister Shri Narendra Modi has set the goal of making India number one across sectors by 2047. India’s dairy exports have also increased, with products being exported to countries including the UAE, the United States, Bangladesh, Saudi Arabia and Bhutan. He said that ‘White Revolution 2.0’ has been launched, with the Central Government targeting the establishment of 75,000 dairy cooperative societies in villages and strengthening another 46,000 dairy societies. Madhya Pradesh is expected to make a major contribution towards achieving these targets.
Union Minister Shri Shah said that the Government is also promoting a circular economy through livestock breed improvement, cattle feed production, biogas and manure from cow dung, fodder management and artificial insemination. Five models have been developed for scientific cow-dung collection, clean energy generation and rural employment, with plans to extend such models to villages across Madhya Pradesh. Union Minister Shri Shah said the dairy-based economy is strengthening women’s economic empowerment and contributing to rural development, while also playing an important role in addressing malnutrition.
Madhya Pradesh Now Third-Largest Milk-Producing State: CM Dr. Yadav
Chief Minister Dr. Mohan Yadav said that Madhya Pradesh is moving towards a new White Revolution, with the clear objective of making the State a leading centre of milk production.
He said that Madhya Pradesh has a prosperous community of more than 80 lakh Gaupalak s and that the State Government has undertaken several initiatives for the welfare of farmers, youth and women. As part of Kisan Kalyan Varsh, 17 departments have been brought together to strengthen efforts for farmers’ prosperity and increase their incomes.
Agricultural fairs, farm machinery exhibitions and programmes promoting advanced agricultural practices are being organised across districts. Efforts are also being made to increase farmers’ incomes through dairy farming, livestock rearing, poultry, goat farming and fisheries.
Chief Minister Dr. Yadav said that Madhya Pradesh is now the third-largest milk-producing state in the country and that all necessary measures are being taken to strengthen dairy cooperative societies in villages and towns.
CM Dr. Yadav Announces Three New Initiatives
Chief Minister Dr. Yadav announced three initiatives for Gaupalaks and milk producers ahead of Govardhan Puja. Competitions for outstanding Gaupalak s will be organised in Vrindavan Villages across all 313 blocks of the State. The winners will receive cash prizes of ₹1 lakh for first place, ₹50,000 for second and ₹25,000 for third place. He also announced the introduction of 168 new Gaushala ambulances. Madhya Pradesh currently has 406 Gaushala ambulances. To promote the rearing of improved milch breeds and increase milk production, large livestock fairs will also be organised at various locations across the State.
Madhya Pradesh among First States to Become Naxal-Free
Chief Minister Dr. Yadav said that Madhya Pradesh was among the first states in the country to become free from the decades-old problem of Naxalism. He said the State is working in close coordination with the Central Government to ensure effective implementation of Central schemes. He also highlighted the agreement with the National Dairy Development Board and the initiatives taken to improve milk collection and strengthen the dairy value chain.
Chief Minister Dr. Yadav said that Madhya Pradesh has more than 6 crore livestock, six milk cooperative unions and around 3,500 Gaushalas, where more than five lakh cattle are being protected. Vrindavan Villages are being developed in every block to promote improved livestock breeds, dairy production and natural farming. He said the State aims to increase milk collection to 50 lakh litres per day by expanding dairy cooperative societies, including in villages where such societies have not yet been established.
Ensuring Prosperity for cattle Reares
Chief Minister Dr. Yadav said that the State aims to make Gaupalak activities an example of harmony with nature and environmental conservation. Milk production is being promoted both at the individual level and through Gaushalas. The grant for Gaushalas located within municipal areas has been increased from ₹20 to ₹40 per cow. Under the Dr. Bhimrao Ambedkar Kamdhenu Yojana, a loan of ₹40 lakh for maintaining 25 cows is supported with a government subsidy of ₹10 lakh. He also highlighted the State’s recent initiatives, including the Mukhyamantri Sugam Parivahan Bus Service and free registration of ownership rights for more than 50 lakh leaseholders under the Swamitva rights documentation initiative.
Senior MLA and State BJP President Shri Hemant Khandelwal said that Union Minister Shri Shah has given a new direction to the cooperative movement in the country. More than 1,700 dairy cooperative societies have been established in Madhya Pradesh, while milk collection has increased to around 12 lakh litres per day following the MoU between Sanchi and the National Dairy Development Board. He said that Gaupalaks are now receiving ₹8.50 more per litre for their milk and that the dairy economy, along with biogas and manure production from cow dung, would generate greater incomes and employment opportunities.
Sports and Youth Welfare and Cooperative Minister Shri Vishwas Kailash Sarang expressed gratitude to all participants and said the State Government is advancing the cooperative movement under the leadership of the Central Government.

Thousands of Gaupalak members associated with dairy cooperative societies from Bhopal and neighbouring districts, including Raisen, Sehore, Vidisha, Rajgarh, Narmadapuram and Harda, also attended the conference.
Shri Shah Visits Kisan Kalyan Varsh Exhibition
Before attending the state-level Gaupalak Sammelan, Union Cooperative and Home Minister Shri Shah visited an exhibition showcasing development initiatives undertaken during Kisan Kalyan Varsh 2026 by the State Government.
Chief Minister Dr. Yadav briefed Shri Shah on initiatives being undertaken for farmers’ welfare through Kisan Kalyan Varsh and the Balram Krishi Mahotsav.
