People Give PM Modi Repeated Mandates Because He Has Delivered: Bihar CM Samrat Choudhary

Patna, Oct 2026: Bihar Chief Minister Samrat Choudhary on Friday said Prime Minister Narendra Modi had delivered on development and welfare, which was why people had repeatedly given him opportunities to lead the country. He said democracy places the people at the centre and they decide who will occupy positions of power.

Choudhary was speaking at the ‘Seva Smaran’ programme organised by the Art and Culture Department under the ‘Seva Sankalp Abhiyan’ at the Urja Auditorium in Patna. The programme featured a musical theatrical presentation highlighting Prime Minister Modi’s work over the past 25 years and the development and transformation witnessed in the country during this period.

The Chief Minister also paid floral tributes to Mahatma Gandhi and former Prime Minister Lal Bahadur Shastri on the occasion of their birth anniversaries.

Development and Welfare Initiatives

Choudhary said India had witnessed extensive changes over the past 25 years, describing the transformation as a symbol of the country’s development journey. He said several major initiatives had been undertaken under Prime Minister Modi’s leadership for the welfare of the poor and disadvantaged sections of society.

He said nearly five crore permanent houses had been provided to beneficiaries under various government initiatives. Through the Ujjwala scheme, LPG connections had been extended to poor households, while toilets had been constructed on a large scale. The Ayushman Bharat scheme has enabled poor families to access free healthcare through Ayushman cards.

The Chief Minister said arrangements had also been made to provide free foodgrains to nearly 10 crore people in Bihar. He added that the pace of development in Bihar had accelerated significantly.

According to Choudhary, the state earlier had around 8,000 km of roads, whereas nearly 1.5 lakh km of roads have now been constructed. Several major road projects, including expressways, are also being implemented across Bihar.

Flood Situation and Water Management

Speaking about the flood situation, Choudhary said the Son, Gandak and Ganga rivers had recorded exceptionally high flood levels this year. Relief material was being continuously delivered to affected people.

He said the Indian Air Force was also providing dry food items to flood victims through helicopters. The state government, he added, would work towards finding permanent solutions to the recurring flood problem.

As a first step, efforts would focus on controlling the Kosi River, followed by work on the Ganga, Son and Gandak rivers, he said.

The Chief Minister also highlighted progress in irrigation, saying significant work had been undertaken to expand irrigation facilities in Bihar. Around 44 lakh hectares of land, he said, had been brought under irrigation.

Focus on Education

Choudhary said the state government had taken several important steps in the education sector. Around 700 Saraswati Vidya Niketans had been established, while arrangements had been made for approximately 3.5 lakh children to study online through teachers even at night.

He said 211 degree colleges were opened simultaneously on July 15. Vacancies were advertised for teacher appointments in these institutions, and the process of recruiting around 2,500 assistant professors had been initiated.

The Chief Minister also said all agricultural feeders in the state would be solarised, which would help provide farmers with affordable and regular electricity.

People at the Centre of Democracy

Choudhary said information about development and welfare initiatives undertaken by the Central and state governments should reach people at the village level.

“People are supreme in a democracy. This is democracy, not monarchy. Here, the people decide,” he said.

He said Prime Minister Narendra Modi had worked for the country and therefore people had repeatedly given him opportunities. “The people are the owners in a democracy. They decide who will sit in power. Whoever works will win elections,” he said.

The Chief Minister also said Bihar had a government committed to good governance and that efforts were being made to provide people with speedy justice and better public services. He said action was taken within 24 hours whenever an incident was reported.

Remembering India’s Development Journey

Choudhary said the programme organised on the birth anniversaries of Mahatma Gandhi and Lal Bahadur Shastri was an occasion to remember the values of service and dedication, as well as the country’s development journey.

He said the programme sought to highlight the work undertaken by Prime Minister Narendra Modi over the past 25 years and the changes witnessed in India during this period.

Agriculture Minister Vijay Kumar Sinha, Cooperation Minister Ramkripal Yadav, Art and Culture Minister Pramod Kumar, Road Construction Minister Kumar Shailendra, MLAs Sanjeev Chaurasia and Sanjay Gupta, Patna Mayor Sita Sahu, other public representatives, Chief Minister’s Secretary Sanjay Kumar Singh, Art and Culture Department Secretary Pranav Kumar, District Magistrate Kundan Kumar, Senior Superintendent of Police Kartikeya K. Sharma and other senior officials were present at the programme.
