America.gov to become a central digital gateway for federal services, with first-time passport applicants expected to submit forms, photographs and supporting information online without visiting an acceptance facility.
Washington, Sept 2026 : Americans applying for their first US passport will be able to complete the process entirely online from next year, Secretary of State Marco Rubio announced as President Donald Trump unveiled a new digital platform intended to streamline access to federal government services.
The planned passport change will remove the current requirement for first-time applicants to appear in person at a passport acceptance facility, such as a post office, library or local government office.
“Starting next year, Americans will be able to apply for their first passport entirely online,” Rubio said while launching America.gov in Washington.
The move is expected to affect millions of Americans, including naturalised citizens and US-born members of immigrant communities who require passports for international travel. Indian Americans are among the large communities that could use the expanded digital service.
Rubio said the existing passport application system requires applicants to navigate multiple stages even after finding information on the State Department’s website.
“Today, if you need your first passport, you start at the State Department's website,” Rubio said, describing the subsequent process as a complicated maze for applicants who want to complete their application.
Under the planned system, users will be able to access America.gov, provide their personal information, upload photographs and proceed through the application process digitally.
Rubio said the initiative was intended to eliminate several steps associated with the current system, including printing forms, arranging appointments and visiting an acceptance facility.
“You tell America.gov what you're trying to do and it walks you through every single step,” he said.
The administration has not announced a specific date for the launch of online first-time passport applications. The State Department has only said that the service will become available next year.
The passport initiative forms part of a broader effort by the Trump administration to consolidate access to federal services through America.gov. Trump signed an executive order establishing the platform as a central online gateway for Americans seeking government information and services.
The White House said passport renewals and Medicare enrolment would become available through America.gov later this year, while first-time passport applications would be added as part of the State Department’s planned expansion.
The executive order describes America.gov as a “unified digital front door” to the federal government and says it is intended to provide more than a directory of government websites.
Under the plan, users will eventually be able to sign in, ask questions in plain language, receive information and complete government transactions where legally authorised and technically possible.
The General Services Administration, National Design Studio and Office of Management and Budget have been directed to operate the platform and integrate it with Login.gov, the federal government’s existing authentication system.
The order applies to online federal services used by more than 100,000 people during a 12-month period. Certain services, including Internal Revenue Service tax filing and national-security-sensitive functions operated by defence and intelligence agencies, are excluded.
The Office of Management and Budget has been given 90 days to issue implementation guidance. Federal agencies will then identify eligible services and work to connect their digital forms, dashboards and application systems with America.gov.
The order also calls for the platform to minimise data collection, use secure authentication and preserve individual agencies’ control over government records. It specifically states that Americans must continue to have access to existing in-person, telephone, postal and agency-specific services.
Currently, first-time adult passport applicants must appear in person, provide proof of US citizenship and identification, submit a passport photograph and pay the applicable fees. Eligible adults renewing an existing passport can already complete the renewal process online.
