New Delhi, Sept 2026 : Prime Minister Narendra Modi on Saturday called for a comprehensive roadmap of 10 global governance reforms aimed at strengthening BRICS and giving the Global South a greater role in international decision-making.
Addressing the BRICS session on “Inclusive Global Governance and Strengthening Multilateralism”, Modi said the existing global governance structure resembles a pyramid, where power and decision-making remain concentrated at the top, while countries at the lower levels are affected by decisions without having an adequate role in shaping them.
He said this imbalance is particularly visible in the case of the Global South, which is often at the forefront of major global crises but remains largely absent from the key centres where international decisions are made.
Calling for a fundamental transformation of the global governance architecture, the Prime Minister said the existing “pyramid of privilege” must be converted into a “platform of partnership”.
“If our future is shared, the right to shape that future should also be shared,” Modi said, stressing that BRICS should work towards moving from voice to impact and from privilege to partnership.
“To this end, I propose that we jointly formulate 10 proposals for global governance reform, aiming to shape them into a BRICS reform roadmap by the time of the next Summit,” he said.
The proposal seeks to provide a concrete framework for BRICS members to pursue reforms in global institutions and decision-making systems before the next leaders’ meeting.
Modi emphasised that the reform process should ensure that every nation has a voice, every member has a stake and humanity remains at the centre of global cooperation. He identified representation, responsiveness and rule-making as three key areas that should guide the formulation of the proposed roadmap.
On representation, Modi said reform of the United Nations Security Council could no longer be delayed. He called for negotiations on the issue to be linked to a definite timeframe and clear outcomes.
He also said voting rights, leadership positions and policy priorities within international financial institutions should reflect present-day economic realities. Countries that contribute significantly to global economic growth, he said, should have an appropriate role in shaping global economic governance.
On responsiveness, the Prime Minister strongly advocated the creation of a “Seafarers Emergency Support Network” to improve the speed, scale and last-mile effectiveness of collective international responses.
Turning to rule-making, Modi underlined the importance of ensuring equal participation in determining the rules that will shape future global growth. He pointed out that emerging areas such as artificial intelligence, cyberspace, outer space, biotechnology and other critical technologies are not only creating new opportunities but are also influencing the rules of the future.
The Prime Minister's 10-point proposal places the reform of global institutions at the centre of India's BRICS agenda and seeks to align international governance with contemporary economic, technological and geopolitical realities.
Through the proposed roadmap, India is pushing for a more inclusive global order in which developing countries have a stronger voice in decisions that affect their economies, security, development and future.
The initiative also reinforces India's emphasis on multilateralism, shared responsibility and greater participation of the Global South in shaping international institutions and emerging global rules.
