Lucknow, November 2026 : Chief Minister Yogi Adityanath on Thursday distributed appointment letters to 28 scientific officers selected by Uttar Pradesh Public Service Commission. On the occasion, CM stated, "Responsibility of the scientific officers appointed through Commission's transparent and impartial selection process is now to ensure that every piece of forensic evidence received by them is examined with complete accuracy, integrity and within the stipulated time. The same impartiality and sense of justice you expected during your appointment must guide your role in ensuring justice for every victim. Reliable evidence will form a strong basis for bringing criminals to justice and ensuring dignity for the innocent. No matter who the criminal is, they must not be allowed to escape, while the dignity and rights of innocent people must also be protected."
CM Yogi stated, "An appointment letter is not just for an individual; it is associated with the happiness of entire family. Selecting these scientific officers is an example of integrity in governance and transparency in the recruitment process. Candidates informed us that their interviews were conducted and results were declared by that very evening. No recommendation was required, no transactions took place and no unfair means had to be resorted to. Selection was based solely on eligibility and merit. Now, expectation from them is that they discharge their responsibilities with the same integrity."
CM stated, "Over the past nine and a half years, recruitment process for more than 2.30 lakh personnel in Uttar Pradesh Police has been completed with complete integrity and transparency. Today, Uttar Pradesh Police has established itself as world's largest civil police force. There was a time when lawlessness, unrest and curfews were common in the state. Criminals feared no one. They were confident that they would escape the clutches of the law. Government introduced extensive reforms in the police and administrative systems and results are visible today. Whenever law and order in the country is discussed, UP is mentioned prominently. A state that once figured among the BIMARU states is today among the country's top three states economically. This is the result of determination, capable human resources and work carried out with a spirit of dedication."
CM stated, "India's national motto is 'Truth Alone Triumphs'. Victory of truth in the temple of justice is possible only when sufficient and reliable evidence is presented. In Indian philosophy of justice, Maharishi Gautam identified four means of valid knowledge: direct perception, inference, comparison and verbal testimony. This knowledge, propounded thousands of years ago, remains relevant even in today's forensic investigation system. Often, despite sufficient evidence, criminals escape the clutches of the law because of shortcomings in the investigation. Citing the example of a dreaded mafia figure, he explained that despite the availability of electronic evidence against him, the court acquitted him. At that time, the UP STF had presented electronic evidence, but it failed to establish it effectively. We also failed to give sufficient importance to Maharishi Gautam's philosophy of justice in our education and system. The four means of valid knowledge identified by him, direct perception, inference, comparison and verbal testimony, remain relevant to the justice system even today. Therefore, the responsibility of scientific officers is not limited to collecting evidence alone. They must also maintain its authenticity and prepare it in such a manner that it proves decisive in securing the conviction of criminals."
Citing the example of how evidence obtained from the burnt remains of a girl in Saharanpur helped identify the actual culprit, CM stated, "Blood samples, fingerprints, hair and other scientific evidence play a decisive role in solving the mystery of a crime. Forensic experts are important guides of the justice system. As the justice system moves toward delivering justice, scientific officers must pave the way with evidence. This will not only help secure punishment for criminals but also prevent unnecessary delays in the judicial process."
CM stated, "Three new criminal laws were implemented in the country in July 2024. Replacing the old British-era laws, these laws have been framed in accordance with the Indian ethos and make the collection of forensic evidence mandatory in offenses punishable with imprisonment of seven years or more. This purpose required trained manpower. Against the requirement of 500 police officers in the state to collect forensic evidence, government has trained more than 600 officers. These officers are playing an important role by reaching crime scenes, collecting evidence scientifically and ensuring justice for victims."
Referring to the establishment of Uttar Pradesh State Institute of Forensic Science, CM stated, "Before 2017, land on which this important institution has been established was under the illegal occupation of land mafia. The state freed it from their control, and the institution was set up there. Today, this institution has become a center for strengthening scientific investigation and justice system in the state. Along with forensic science, the institute has developed arrangements for training in modern disciplines such as Artificial Intelligence, Robotics and Drone Technology. The institute also conducts degree and diploma courses. Developing expertise in emerging fields such as Quantum Forensics is also the need of the hour."
CM stated, "New forensic science laboratories are being established in the state to enhance the capacity for scientific investigation. Two forensic mobile vans have been made available in every district. Arrangements are being strengthened to ensure that teams reach crime scenes on time and collect evidence with adequate human resources and modern technology." He told the newly appointed scientific officers, "The success of infrastructure that government is developing for this purpose will depend on your integrity and professional efficiency. It is your responsibility to ensure that even the voice of the person standing at the last rung of society reaches the government and that they receive justice."
CM stated, "Receiving appointment letters just before Diwali is an occasion of happiness for all the selected candidates and their families. Over the past nine and a half years, state government has provided government jobs to more than 9.5 lakh youths. The state also announced a target to distribute one lakh appointment letters over the next six months. This appointment letter distribution program is another link in that continuous process. This is the sixth appointment letter distribution program and another major appointment letter distribution program for Uttar Pradesh Police will be held the following day."
Finance and Parliamentary Affairs Minister Suresh Kumar Khanna, Additional Chief Secretary (Home) Sanjay Prasad, Director General of Police, Uttar Pradesh, Rajeev Krishna, and Additional Director General of Police (Technical Services) Bhagwan Swaroop were present.
