Aizawl, September 2026:Chief Minister Shri Lalduhoma today inaugurated the Smart ATI App, Smart Classroom and Digital Learning Laboratory (DLL) at the Administrative Training Institute (ATI), Aizawl.
Speaking at the inauguration, the Chief Minister said that the Government has been placing increasing emphasis on the effective use of the internet and digital technology. With digital transformation reaching every sphere of life and bringing greater convenience, Mizoram must also make increasing use of these opportunities.
“In my personal vision, I want to make Mizoram a Digital State. Although we may not yet have a separate Mission or Scheme specifically for this purpose, I believe it is achievable. We have a small population, a high literacy rate and considerable opportunities to make this possible,” he said.
The Chief Minister highlighted the progress made in digital governance through the ICT Department. He said that 36 new portals have been developed or are at various stages of development since December 2023. Of these, 19 portals have been completed and are in use, four are substantially complete and ready for use, seven are under development, and six are at various stages of implementation. He added that the number would be considerably higher if portals developed in collaboration with private firms are also taken into account.
The Chief Minister stressed that the success of new digital service delivery systems depends not only on technology but also on the capacity of government employees to use them effectively. “This is one of the important responsibilities of ATI. From Group A to Group C, the Institute provides various kinds of training. Besides induction training for new entrants and training for serving employees, ATI also provides training on the use of new and emerging technologies. The better equipped this Institute becomes, the greater will be the benefit to our trainees,” he said. Since ATI is the institution responsible for this important task, the Government intends to strengthen the Institute further and equip it with the latest technologies.
The Smart ATI App is a new digital platform designed to provide information and services relating to ATI training programmes. Through the application, users can access information on training programmes, register for courses and receive relevant training-related information. Course materials and training certificates will also be made available through the platform.
The application will digitally manage a range of training-related services, including the Training Catalogue, Course Information, Eligibility, Application Status, Notifications, Attendance and Training History. Once users register their bio-data and service details, the information can be used for subsequent training programmes without having to register again.
The Digital Learning Laboratory (DLL) has been established under the Mission Karmayogi framework with financial assistance of ₹67.19 lakh from the Department of Personnel & Training (DoPT).ATI officers and faculty members have already recorded six training courses in the Mizo language. These courses have been approved by DoPT and onboarded on the iGOT Karmayogi portal, enabling them to be accessed through the national digital learning platform.
